Held between 17 and 23 November 2025, Hong Kong Maritime Week 2025 marked a record-breaking turnout, attracting more than 18,000 participants from Hong Kong, Chinese Mainland and around the world across over 50 industry and public events. Bringing together shipowners, financiers, regulators and legal professionals, the week highlighted the transformation of the maritime sector through decarbonisation, digitalisation and dispute resolution. On the morning of 18 November 2025, Mr. Liu served as Moderator of the Roundtable Meeting on “Dispute Resolution: Efficient and Enforceable Solutions for Trade and Supply Chain Conflicts”, a featured session of the Asian Logistics, Maritime and Aviation Conference (ALMAC 2025). Under Mr. Liu’s moderation, the speakers shared insights into how arbitration and mediation mechanisms can offer more flexible, efficient, and commercially pragmatic approaches to resolving disputes across increasingly complex ESG, geopolitical, and technology-driven supply chains. In the afternoon, Mr. Liu took part in the panel discussion “Maritime Legal Framework for the Net?Zero Transition”, held as part of the “Hong Kong as Global Maritime Capital – Navigating to a Greener Future” forum jointly organised by the Hong Kong Maritime and Port Development Board (HKMPDB) and the South China Morning Post (SCMP). The discussion explored how Hong Kong’s legal and regulatory system can strengthen the maritime industry’s decarbonisation and digitalisation journey while maintaining competitiveness and compliance with international standards. Drawing on his extensive experience in international arbitration, maritime and commercial disputes, and his policy role as a member of the HKMPDB, Mr. Liu analysed how robust dispute resolution mechanisms ensure the enforceability of ESG and climate?related contractual clauses in charterparties, financing, and shipbuilding agreements. He emphasised that Hong Kong’s common?law certainty, seasoned arbitration community, and business?friendly enforcement culture together form the backbone of its maritime success, turning regulatory ambition into practical, reliable outcomes for the global shipping community.

Mr. Liu also joined the Legal Seminar for Green Shipping in the Greater Bay Area – Addressing Risks and Opportunities on 21 November, co?organised by the Shenzhen Court of International Arbitration (SCIA) and the South China International Arbitration Center (Hong Kong). Alongside speakers including Dr. Jiang Yuechuan of Dalian Maritime University, Ms. Alishba Zaman of the United Nations Global Compact Maritime Just Transition Task Force, and Ms. Zhai Juan of China Merchant Shipping, Mr. Liu discussed how cross?jurisdictional coordination among the GBA cities can facilitate the legal compliance and financing mechanisms for green shipping projects. He highlighted that as the GBA integrates low?carbon technologies and new?energy fuels, lawyers will play a critical role in translating technical transition into clear, bankable contracts.
