Edward Liu, Partner at Haiwen & Partners LLP and Member of the Hong Kong Maritime and Port Development Board (HKMPDB), has concluded a highly impactful series of engagements during London International Shipping Week 2025 (LISW25) from 15 to 17 September 2025. Representing Hong Kong’s maritime industry on an international stage, Liu played a pivotal role in promoting the city’s position as a global maritime hub and fostering collaboration with leading industry stakeholders.
As part of a three-member delegation alongside Mr. Sai-fa Wong, Director of Marine, and Mr. Samson Cheng, Assistant Secretary for Transport and Logistics, Liu undertook a comprehensive programme of activities to showcase Hong Kong’s unique maritime strengths. This marked the second overseas promotion of Hong Kong shipping since the establishment of the HKMPDB on 1 July 2025, following an earlier trip to Kuala Lumpur, Malaysia, where Edward Liu represented Hong Kong alone to promote the city’s maritime cluster. These efforts underscore Hong Kong’s commitment to advancing its role as a gateway to Asia for international shipping and trade.

During the visit, Liu moderated a key panel discussion at the Xinde Marine Forum London 2025, entitled “Navigating the Uncertainty: Risk, Resilience, and Returns.” Held on 15 September at Central Hall Westminster, the panel addressed the challenges posed by geopolitical instability, trade policy changes, tariffs, and environmental regulations, with Liu steering the conversation to provide practical, forward-looking solutions. His leadership demonstrated Hong Kong’s strengths as a hub for maritime finance, legal services, and arbitration, positioning the city as an essential partner for global stakeholders navigating regulatory and market complexities.

On 16 September, Liu also delivered a keynote address at a breakfast seminar hosted by Quadrant Chambers. The seminar, “Headwinds of Change – Shipping and Shipbuilding in an Era of Tariffs, Geopolitical Instability, and Climate Change Regulation,” which was held at the International Dispute Resolution Centre, provided an opportunity for Liu to draw on his extensive experience as a Hong Kong-based lawyer. He outlined how Hong Kong’s legal framework and regulatory environment can help the global shipping industry address critical challenges such as sanctions, trade fragmentation, and climate-driven compliance. His insights showcased Hong Kong’s unique ability to convert regulatory complexity into commercial certainty for international clients.

Furthering his efforts to promote Hong Kong’s maritime ecosystem, Liu represented HKMPDB at the Maritime Investment Pitch Event held at Mansion House, where he delivered a compelling presentation to attract UK-based maritime start-ups to Hong Kong. Emphasising Hong Kong’s vibrant maritime cluster, competitive tax incentives, and green initiatives, Liu highlighted the city’s unparalleled advantages as a base for companies looking to expand in Asia.

On the final day of the delegation’s visit on 17 September, Liu and his colleagues engaged with globally renowned maritime organizations, including the International Chamber of Shipping and Lloyd’s List Intelligence. These meetings focused on building strategic partnerships and exploring collaborative initiatives to strengthen Hong Kong’s maritime position on the global stage. Liu’s influence was instrumental in advancing discussions around opportunities for joint projects and knowledge-sharing between Hong Kong and these leading institutions.
Reflecting on the visit, Edward Liu commented: “London International Shipping Week has provided an invaluable platform for Hong Kong to deepen its connections with the global maritime community. As a city with world-class legal and financial services, cutting-edge green initiatives, and unrivaled connectivity, Hong Kong is ideally positioned to support the industry’s evolution in a challenging regulatory and geopolitical landscape. I am proud to have represented both Haiwen and HKMPDB in these discussions and look forward to building on the momentum generated during this visit to deliver tangible outcomes for Hong Kong and its international partners”.

The visit underscores the critical role Hong Kong plays in the future of global shipping. With its common law system, advanced arbitration framework, and strategic location as a gateway to Asia, Hong Kong continues to demonstrate its value as a premier hub for international shipping, finance, and dispute resolution.
